In such situations it is necessary to 'make the most of a bad job', to squeeze the maximum amount of information out of sets of observations which have been made under conditions which may have altered for reasons outside the control of the experimenter. Practical examples might include a rare physical event, an eclipse of the sun for instance, or a series of difficult and expensive determinations of some fundamental physical constant such as the velocity of light.
